how can i get an unlocked iphone(for international use)? Is apple store offering it?

Is it true that some of the features are not working in an unlocked iphone
Apple is not gonna offer unlocked iPhone for international use or use on other networks. Apple announced that they will be releasing iPhones without contract in future but still they will be locked to AT&T. The price of the phones without contract will be $599 for 8GB and $699 for 16GB.
