if it as international card (master or visa ) …it should be accepted at all places where master or visa is accepted…your nationality is immaterial

It’s a Post Office box. A post office is a place where you can go to pick up your mail from a box that is designated only for you, for a fee, of course.
Since you are in Kuwait you may need to put your address as you would if you were giving directions to a food delivery person….

Your billing address is the address your bank has for your credit card. Your shipping address is where you live. So I would suggest that you spend the money on your mobile and call to make sure that your address is acceptable to the UPS system. Or…try going to www.ups.com and do a little research about how you would need to enter your address for a shipment.
I’m sorry I don’t have a better answer for you, but when I lived there, I received my mail at one of the US Army camps.
OK, I went to UPS.com and found the ONLY place in Kuwait they list to receive a package delivered by UPS.

Did Lil Wayne really sell 1 million records of his new CD, The Carter 3, in his first week… or is this just another elaborate marketing scheme by the "major" music industry players, ie. Universal Music Group. We all know that record sale numbers are basically projections, provided by SoundScan, based on units pre-ordered by retail outlets and not actual sales by consumers, and with music retail stores closing at a record pace unwarranted pre-orders are highly unlikely. If Lil’ Wayne did indeed sell 1 million in his first week, good for him, but common sense should raise the question… "If international artists like Kanye West, Jay-Z, and 50 Cent weren’t able to sell those numbers with their latest efforts, how was a genre-limited niche artist like Lil’ Wayne able to… he’s never done it before?" I mean he’s selling out the "House of Blues," not Madison Square Garden. The whole thing sounds like a bunch of orchestrated baloney to me… what say you?
